Overview

Cluj-Napoca is the city that Romanians recommend when you tell them you are going to Romania. It has the university energy that Bucharest lacks, the walkable center that Brasov claims but Cluj delivers more authentically, and a food scene that has quietly become one of the best in Southeast Europe. But the real reason to rent a car here is the surrounding landscape. Within two hours of Cluj, you have Turda Gorge (a canyon so photogenic it feels computer-generated), the Apuseni Mountains (cave systems, wooden villages, roads that end in meadows), the Saxon fortified churches of Transylvania, and the road to Maramures — Romania’s most traditional region, where horse carts on the road are not a tourist attraction but a Tuesday.

The rental market in Cluj is the second-best in Romania after Bucharest. The airport handles a growing number of low-cost flights from Western Europe, and the agency presence reflects that. Autonom, Sixt, Europcar, and Budget all have airport desks. Prices run about 10-15 percent higher than Bucharest — still very cheap by European standards. An economy car in the off-season starts from 14 EUR per day. In summer, expect 22-36 EUR. Automatics are available but cost extra and sell out fast; book two weeks ahead for July-August if you need one.

We have rented from CLJ Airport three times. The terminal is small and efficient — from baggage claim to the rental counter is a two-minute walk. Autonom has been the most consistent on price and process. Their downtown office on Calea Manastur is also useful if you are doing a one-way trip from Bucharest and want to drop off in the city rather than driving back to the airport.

One strategic note: Cluj is a better starting point than Bucharest for a northern Transylvania loop. From here, you can drive to Sighisoara (170 km, 2.5 hours), Sibiu (175 km, 2.5 hours), Turda Gorge (30 km, 30 minutes), the Apuseni Mountains (90 km, 1.5 hours), and Maramures (200 km, 3 hours). All of these are day-trip distance or can be linked into a multi-day circuit. From Bucharest, most of these destinations are 4-6 hours away.

Driving tips

Cluj itself is a medium-sized city with manageable traffic. Rush hour (7:30-9 AM, 4:30-6:30 PM) slows things down on the main arteries — Calea Manastur, Calea Floresti, and the roads leading to the highway. Outside those windows, driving in the city is straightforward. The center is partially pedestrianized around Piata Unirii, so navigation by car means circling the core rather than cutting through it.

Leaving Cluj in any direction puts you on national roads (DN) that are well-maintained but pass through villages every 10-15 km. Each village means a speed drop to 50 km/h, a potential tractor or horse cart, and a brief reminder that Romania has not yet finished its motorway network. The A3 motorway from Cluj toward Turda is complete and fast — a 30-minute drive that would take an hour on the old road. Beyond Turda, the motorway gives way to DN roads again.

The mountain roads around Cluj are the highlight. Turda Gorge is just 30 km south — a narrow canyon you can hike into, with parking at the top and bottom. The road to the Apuseni Mountains (via Huedin) climbs through forests and passes through villages that look like open-air museums: wooden fences, haystacks, church steeples rising above the tree line. These roads are narrow and winding but well-surfaced. Take it slow and enjoy the scenery.

For the drive to Maramures, take the DN1C north through Dej and Baia Mare. The road is flat in the Somes valley, then climbs through passes as you approach the Iza valley. Maramures roads are narrow and shared with agricultural traffic — tractors, hay wagons, sometimes a flock of sheep blocking the road entirely. Budget extra time and do not try to rush. The wooden churches of Barsana and Budesti are worth every slow kilometer.

Speed cameras are present on the A3 motorway and the DN1 approaching Turda. Police radar checks are common on the exit roads from Cluj, especially along the DN1 toward Alba Iulia. The fines are the same nationwide — approximately 30 EUR for 10-30 km/h over the limit.

Parking

Cluj parking is easier than Bucharest but still requires attention in the center. The city uses an SMS-based system: text your plate number to a short code displayed on parking signs. Zone 1 (around Piata Unirii) costs about 4 RON per hour (~0.80 EUR). Zones radiate outward with decreasing prices.

The underground garage at Piata Mihai Viteazul is the most convenient for the city center. Iulius Mall, on the east side of town, has a large free garage (2-hour limit, or unlimited with any purchase). For longer stops, the streets around the Botanical Garden and south of the center offer free unrestricted parking within a 10-15 minute walk of the main square.

At the airport, short-term parking is 5 RON/hour. The long-term lot is about 25 RON/day (~5 EUR). Cheaper than Bucharest.

Border crossings

Cluj’s position in northwestern Transylvania puts Budapest within a 4-5 hour drive. The route goes via Oradea to the Bors border crossing — Romania’s busiest land border with Hungary. Both countries are in the EU, so the check is a formality that usually takes 10-20 minutes. On the Hungarian side, you immediately hit the M4 motorway to Budapest (purchase a Hungarian e-vignette online beforehand — 10 EUR for 10 days).

Most rental agencies allow travel to Hungary with advance notice. Some charge a cross-border fee of 25-40 EUR; others include it free for bookings of five days or more. Autonom, in our experience, has the most straightforward Hungary policy — notify them at booking and no extra fee. One-way drops from Cluj to Budapest are possible through some international chains but come with steep surcharges (150+ EUR).

The shorter cross-border option is Debrecen, Hungary — 260 km from Cluj via the same Oradea-Bors route. Debrecen itself is pleasant but modest; it is mainly relevant as a transit point or for catching budget flights from Debrecen Airport.
